Robert B. Franklin was born in 1911 and graduated from the United States Military Academy (USMA). His major commands included staff assignments with the 14th Field Artillery Brigade (1942); 974th Field Artillery Battalion commander (1943-1944); International Military Tribunal, Nuremberg (1946); officer in charge (OIC), Weapons Employment Course, Sandia Base, New Mexico (1953-1954); and staff officer in 74th Infantry Division Artillery (1956-1957).
